I herewith enclose the resignation of Acting Volunteer Lieutenant Geo. E. Welch of the US Schooner Gun Boat Kittatinny. I presume he resigns in consequence of my announcing to him the results of the proceedings of the Court of Inquiry in the case of Acting Assistant Surgeon Morris H. Henry
